Yes to every question and the crossover is standard, so you can start construction. A single no makes it non-standard, and you may need council approval.
Industrial and commercial crossovers need council approval regardless.
Three drawings, and when the rural one applies
For residential driveways the council names IPWEA standard drawings RS-049, RS-050 and RS-056, with RS-056 the rural design where there's no kerb and channel.

Neither outcome gives you a gradient figure
The page states no gradient, width or clearance measurements, so the figures come from the drawing that applies, not from another council's.
